While registering the candidate, you have an option of whether you want your profile to be availabe in search to recruiter flag. can you check if you have selected this option. It can be one of the reason why the profiles are not coming during search.
Make sure the IRC%Registra%Busin%Group and the HR%Busin%Gro% for the resp you are using to search candidates have the same value. If you wish to see all candidates irrespective of on which business group they are registered make sure the following setups are done:
Ensure all 4 criteria are defined for all managers to view candidates created in a different business group.
1) View Candidate checkbox is set to All on security profile.
2) The security profile must be a global security profile which is based on a global organization hierarchy which includes the registration business group.
3) Profile option 'HR: Cross Business Group' needs to be set to Yes at responsibility or any other level.
4) The candidate also has to allow account access under their account profile.

thanks Sanjay, actually someone has personalized the search check box from preferences, thanks anyway
