As far as I understand SSO and Access Manager are included with the license for running forms/reports on Application Server/Weblogic.

You could also do what you're trying to do using proxy users, though I think this is only supposed to be used with SSO, otherwise you're breaching the terms of the licence.
What term of license...? Talking about Apex here with no SSO / Access Manager ...?

You're talking about integrating forms and APEX.
I'm saying that forms comes with a license to use sso, and as APEX is licensed with the DB you should be able to use it.
Actually I think you're right, the froms sso license only applies if you use it for forms/reports only.
Yes, i think so. But back to my question: is it possible to create an Apex app, with database authentication method, and somehow pass the metadata from forms, and have a kind of custom login procedure that does all the application to DB user conversion process and application context setting??? (NO SSO).

I did something like that once. What you can do is set some random session id after logging in in Forms. Pass this session id to Apex every time and let Apex check if it is a valid session id.

In that example I create a new session id on every call to an Apex page from Forms, but you can use the same session id as long as the user is logged in in Forms.
