Hi I raised an SR with Oracle and this what they have to say.
This is a known limitation with Bundle patch 06 .
The bug 14085364 (Not Published) was included as part of the BP06.
This makes AP evaluation (and further provisioning) only via "Evaluate User Policies" schedule task execution.
So the only way to workaround this is to run this Scheduled task every time . You can increase the frequency at which the schedule task executes so that it automatically updates .
Is BP7 out already? or when is an expected date of release?
i was upgrade to OIM 184.108.40.206.0 to BP7, but after i upgrade as same as you found.

whereas before i upgrade, i never found like that.

try running access policy evaluation scheduler / or make it to run every 1 min and check whether Access policy is getting triggered

yes, i try to run evaluate user policies every 1 minute, 10 minutes, and 30 minutes. but i am still facing same problem.
is there any solution?
You can check the user_provisioning_attrs table and make sure your user has a 1 for policy_eval_needed. If not, update it to a 1.

before i upgrade oim 220.127.116.11.0 to BP 7, access policy running normally. but after i upgrade, this problem came.
whether upgrade to BP 7 or use the "evaluate user policies" have the effect on this issue, or other?
Hi,! i had the same situation, i opened a SR, this is what they told me and it works.!
Please check your patch_oim_wls.profile
It is not the same as the sample provided by BP06.
It is missing the following:
# If you have milty-tenancy enabled in your environment
mdsDB.user=<MDS DB Schema owner>
#Password is optional, if you want to give it on terminal itself leave it commented. Otherwise uncomment it.
#mdsDB.password=<MDS DB Schema password>
mdsDB.host=<MDS DB Host>
mdsDB.port=<MDS DB port>
mdsDB.serviceName=<MDS DB ServiceName>
The error in the log is during the update of the MDS:
1. Please either add these to the existing patch_oim_wls.profile or pull the sample from the patch and repopulate the files.
- Suggest that you set isMTEnabled=false
2. Populate the rest of the mdsDB attributes
3. Re run the patch_oim_wls.sh
- Remember that As prerequisites, the WebLogic Admin Server must be running and Oracle Identity Manager and SOA Managed Servers must be shut down.
