For scenario 2, it seems the setup is to credit check during Pick Release. Question is the new line entered at step(e) is pick released or not.
The setup is to put Credit Check failure hold while shipping that's why we have put the Credit Check rule on the Shipping Field while defining the order type
Yes the SO line got pick released and shipped successfully without going on hold at Step e).-->This is the problem, ideally it should go on hold while doing the shipping transaction
what version are you in?
how many levels do you have this credit check enabled in transaction type?
was it at shipping or picking and shipping?
Its enabled only at Shipping
Seems something is really not correct here..can you re verify you setups again?

I rechecked the setups,everything is in place.
Also the same Credit Check rule is working fine when I am putting it in Booking Field in transaction types form.
But it is failing when I am putting it at Shipping field in transaction types form
Scenario a )Credit Check Rule at Shipping
I feel its intended functionality because once a SO line hold (applied at the time of shipping) is released, there is no point putting the same order again on hold at the time of Shipping for new lines.
Scenario b) Credit Check Rule at Booking
The same functionality holds good when we put Credit Check Rule at the Booking only. The new SO lines will keep going on hold untill one of the SO line is shipped. When one of the SO line is Shipped the new SO lines will not go on hold.
Scenario c )Credit Check Rule at Booking and Shipping
In this case the new SO lines on the Sales Order will go on hold even if few lines on the SO are shipped.
