To be able to upgrade to PeopleTools 8.52 you need to be at PeopleTools 8.40 at least.
I tried to find upgrade paths from 8.20 to PeopleTools 8.40, but was not able to find any, so your upgrade path for PeopleTools is at least in 2 phases.

PeopleSoft PeopleTools Upgrade Resources Report Tool [ID 1115927.1]

But what is more important is that you cannot just upgrade your PeopleTools and keep you application at the same release (you do not mention this)

PeopleTools 8.20 is certified with following application releases:
    PeopleSoft Customer Relationship Management 8.1
    PeopleSoft Enterprise Performance Management 8.3
PeopleSoft Human Resources Management System 8.3, 8.0
    PeopleSoft Student Administration 8.0

Whereas PeopleTools 8.52 is certified with:
    PeopleSoft Campus Solutions 8.9 >
PeopleSoft Customer Relationship Management 8.9 >
PeopleSoft Financials and Supply Chain Management 8.9>
    etc.

I would advice considering reimplementation of PeopleSoft ...

Definitely not a straightaway task. More over, your application running within your current is probably not certified to run within the targeted Peopletools release. Same for the OS.
So, you may have to do it in multiple steps.

I think it's first upgrade to Peopletools 8.22, then 8.47 (or even 8.49 should work actually), then 8.52.

    Also found this one

    PeopleTools 8.1x to 8.47 Upgrade [ID 748435.1]

So theortically the upgrade path could be

    8.20 -> 8.47 -> 8.52

No. Ptools 8.20 is certified with some Application 8.0, 8.1 and 8.3, whereas PTools 8.52 is certified with Application 8.9 and above.
You should go to Certification tab of the My Oracle Support website for all the details.

All the credits should go to Hakan who already mentioned it in is very first post.
Bear in mind, that whether the application is a concern here, the certified OS is an other one. So again, the Hakan's advice for re-implementing Peoplesoft is probably the best way to achieve your task.
