I think your target command might be the reason.
Instead of this :
RMAN> connect target system@orac1
Try this :
RMAN> connect target /
I generally don't have a reason to connect with SYSTEM to the catalog. I have a schema owner for it and use that to connect.
If you are connecting to the TARGET database from the catalog database, you need to provide the username and password of sys user of TARGET database to perform backup operations.
You are not only trying to connect to the catalog database as "target", but also using an account without necessary privileges.
PS: having the rman catalog in the same database you wish to backup defeats the purpose of an rman catalog for recovery of that database.

As L-MachineGun points out, the Recovery Catalog should be a separate database from the target database.
Connecting to the target from RMAN requires an account with the SYSDBA privilege. The SYSTEM account does not, by default, have this privilege. Either use SYS or setup an account with the SYSDBA privilege.
