formsweb.cfg change need http server restart?

I made some changes to jpi_codebase parameter in formsweb.cfg (vi editing) in order to prompt for a specific version of Java to be downloaded on the client workstation.
I noticed that my changes were active as soon as I edited formsweb.cfg. It didn't require restart of Forms server or HTTP server.
I am wondering if this is a known fact that we DO NOT have to restart forms server or http server if we make changes to formsweb.cfg?

Correct.I always use an editor for any changes in formsweb.cfg. No need to restart forms server or http server. Changes to formsweb.cfg are immediately available. It's read at runtime.
