The minimum required version to move 11.2 version is 220.127.116.11
So if you want to do direct db upgrade, you need to apply patch 18.104.22.168, otherwise use export/import to move data
Kindly refer the below document for more details

I suggest that you use export (exp) - import (imp) to copy the schema from your 9i database to the 11g database.
That the 11g database is RAC on ASM is irrelevant for the purpose of migrating the data.

This approach would only be viable on a small database. This is a non-starter for a VLDB. (In the past, I have worked with a 250TB+ DW for a large telco)... You are not going to do exp/imp for that amount of data.
For LDB or VLDB or VVVLDB you would be advised to do an in-place upgrade to 22.214.171.124->126.96.36.199->11gR2, then backup and restore to ASM.
The best method would be to upgrade the current vesion backup and restore to ASM.
If possible create a standby for the current and then manipulate the changes and then release the modified one
