First, please note that XE is not supported on any Windows 64bit release yet. So it is likely, that some parts of your installation didn't work as expected.
The issue you encounter is very common and you'll find tons of posts with lots of useful hints.
I recommend you to check your installation logs, the state of your firewall, and possibly the health of your database (though it seems the database is up).
For the latter, please execute
sqlplus / as sysdba
I'm a student. So I have very basic info about DBs. It worked with some of my friends in class even though they have the same OS. I have checked many posts and that is how I come up with the command listen. But it is not working yet :(
Here is the output of the command sqlplus / as sysdba

ORA-12560: TNS:protocol adapter error
The ora-12560 indicates two possible problems.1 person found this helpful
1) The Windows service for the database is not running.
Run the services applet (Start/Run/services.msc) and make sure the OracleServiceXE service shows Running. There are four or five oracle entries, only the ...ServiceXE and ...XETNSListener ones are relevant in an XE install. For the Windows OS, services not running are a frequent cause of that particular error. Fairly certain services.msc works for win7 as it does for WinXP.
Another symptom of the service not running ... you won't be able to connect to the database without using a sysdba connection, because the database instance is down.
2) The registry settings for the client are not correct.
If the registry settings are incorrect or absent, that is not an easy fix. Try the sqlplus in a command box started with the "run as Administrator" privilege and that might fix the registry problem, if there is one.
Also verify your windows user is a member of the ORA_DBA group. Other errors, like a '... access denied' can occur with the connect / attempt, but you'll have to get past the -12560 error first. In the command box:
net localgroups ora_dba ... user1 user2 ... NT Authority\SYSTEM
I checked the services and I found only one service that start with Oracle. It is OracleXETNSListener, and it is started!
Does that mean that I have a problem with the installation?
Yes. It will require an uninstall, per the steps in the XE documentation, see http://docs.oracle.com/cd/E17781_01/install.112/e18803/toc.htm#CIHDDHJD

With win x64, as mentioned by others there is no XE installer for the 64 bit OS.
It might succeed by setting up an Administrator command box and running the installer from there. Note the Requirements section in the Windows install guide shows "System architecture Intel (x86)". So it might work, but the installer was not meant for x64.
And note the requirement for membership in the Administrators group in Windows, I think a Start/Run/lusrmgr.msc works for Win7 same as for XP to get to the local users and groups applet- check the admin group in the applet. Or try the net command, I'm not positive win7 works same-same or almost same as XP ...

Windows XP. I can't use UTL_FILE package. Statment "DECLARE descrip UTL_FILE.TYPE;" -> compile ->error:
PLS-00201 UTL_FILE must be declared.
The utl_file is an older package, 11g uses directories to accomplish what used to require the utl_file utilities.

Please start a new question and post as much detail on what you're trying to accomplish. Could be what ever package/stored procedure you're running expects execute rights for the utility, might be fixed with a sysdba connection and `grant execute on utl_file to <user>;`.

11g docs are not helpul. not at all. completely disagree.
1.- sqlplus connect user/pwd
2.- grant execute on utl_file to user;
access appears to be granted but still unable to use utl_file!

Please start a new thread for your specific issue. As you should see, this thread is about a problem accessing XE homme page via "getting started" icon.
When you do, please describe your specific issue carefully. E.g "unable to use" is likely not a real error message. Also include full version number ("11g" is just a marketing label and useless here).
Docs may take some time to learn how to navigate, and so on, but they are necessary and very useful for perhaps 99% of common Oracle related activities.
