all parms with "IMMEDIATE" value in issys_modifiable column can be modified instantly
Yes , but if a Parameter is not at all present in the init file and I want to make a new entry , does it need DB bounce ?

You CAN change it without bouncing DB
Thanks , but I want to add the Parameter ( this doesn't exists in the initi file now ) , not change/modify its value .
does adding a new parameter needs a bounce ?

No. You can add a new parameter to the spfile at any time. You do not have to bounce the database.
The new parameter will not take effect until the next bounce, but you can add it anytime.
alter system set parameter=value scope=spfile;
