VSDC, MChip applets

I have some doubts about banking smartcards and applets:

It would be possible to build a "custom" VISA or Mastercard for personal use, simply loading and installing VSDC Visa or MCHIP Mastercard applets from third parties + an empty Javacard (e.g. JCOP)?
If each of the components is certified, the resulting card would be certified?
Do you know any provider of banking applets where you can buy?

    Yes. This is essentially what Google Wallet and ISIS are doing in the USA on smart phones. You also need to have an issuer (bank) that will personalise your payment applet as you need a valid payment instrument.
    If each of the components is certified, the resulting card would be certified?
    The certification would be easier if the components are all certified separately but MC and Visa may want the entire package certified as well.
    Do you know any provider of banking applets where you can buy?
    A good place to start is the vendor of the smart card you are using.
