The VIP should be resolvable, but not pingable until added to the oracle clusterware.
Try nslookup and ping of the newnode-vip and let us know the results.

From p3 (172.20.40.103) icmp_seq=2 Destination Host Unreachable
Put your vip entry in DNS server( forward & reverse lookup zone).
Unfortunately, we currently do not use DNS servers.
We never did, and we have installed over 100 installations without it.
I see that Oracle is allowing this:
http://docs.oracle.com/cd/B1930601/install.102/b14203.pdf_: If you have a domain name server (DNS), then register the host names for the VIP with the DNS.
I tried using vipca, but go the same error.
Any other directions I may take?
Could you find log in follow directory ?
This file or any other *vip.log files do not exits.
Not in that dir or in any other dir under ~oracle
