Go for a new batch file that would create run time PurgeCache.sql with required arguments(parameters) and then execute the nqcmd command. you have to call the new batch file to purge the cache and DB would be the argument for that batch file.
The new batch file something like below. its just sample
Call SAPurgeCacheByDatabase(%dbarg1%); >PurgeCache.sql
nqcmd -d coreapplication1 -u X -p Y -s PurgeCache.sq
