If the VM is paravirtualized, then you won't see the grub to press e and edit the boot option.
What you can do, is change the boot from disk to network and use the network process you used to install, but go to rescue mode.

You can also mount the Virtual disk on another host and edit it manually. You can also create a PXE boot environment PXE boot into a rescue mode from the staged media.

I was fiinally able to edit the kermel from console Grub menu to boot only run-level 1 ( "space 1 and "B" for boot). After as root I disabled the service and was able to boot the machine.

once the machine boot, before starting the services you can press I and will enter in a interactive mode, you can confirm or avoid a service from running
