No need of OS clusters. Oracle Clusterware comes with Grid Infrastructure Package.
It will take care of that.
As bala said, you don't need to have vendor clusterware, you may use grid infrastructure.

It's recommended to use Third Vendor Cluster only if you need to use specific feature that do not exist in Oracle Clusterware.
11gR2 Grid Infrastructure a.k.a GI has it's own clusterware therefore you don't have to purchase any additional third party clusterware s/w.
