Push Replication Pattern - How to replay events to warm a cache?

I am trying to test what can be done if one cluster out of two clusters goes down.
The two clusters are replicating data using push replication. There are two event channels -
The FileEventChannel is used to write the events locally to a file and RemoteClusterEventChannel is used to write events to the remote cache.
If the second cluster goes down, can the events in FileEventChannel be used to warm up the cache?
