ALTER Session on NLS_TIMESTAMP_FORMAT is not working through OCCI

I am facing an issue with NLS_TIMESTAMP_FORMAT,
my requirement is i need to display timestamp variables as DD/MM/YYY HH24:MI:SS .. like this ,and currently MY DB support DD- MON-RR HH24:MI:SS
we are using occi to access the data from Database.
helper->executeQuery("ALTER SESSION SET NLS_TIMESTAMP_FORMAT = 'DD/MM/RRRR HH24:MI:SSXFF' ");
this has been worked for NLS_DATE_FORMAT.but Alter session is not applicable for this TIMESTAMP.
is there any reason ?? please tell me..do i need to do any additioanl things ??
here one thing is same issue worked while if i tried through ProC. i am able to change the timestamp format and date also.
please anyone can help me.
