In Admin Console go to Servers > managed_server > Loggin > General and click on [Advanced] link, there is a standard out log configuration.

As far as I know it is not possible to rotate the .out file on Windows.
I have not been able to find a way of doing this.
It is only rotated when you restart the WebLogic server.
You can schedule a restart of the WebLogic server or a boot once in a while.
It is also a good idea to tell the developers that they should not use standard out.
If you set-up weblogic as a Windows service you can put these lines at the start of the stdout file before starting the instance:
# ROTATION_TYPE = TIME
# TIME_INTERVAL_MINS = 1440

This is when you run WebLogic as a Windows service. I have never tried that because I always use the Node Manager and therefore uses the Node Manager Windows Service.
Do you agree that there is no way of rotate the .out file if you use the Node Manager?
