    UTL_FILE.fopen, DBMS_LOB.OPEN

      I have to write a pl/sql package to read the flat file, parse the data and load it into the table using UTL_FILE.fopen, DBMS_LOB.OPEN.

      I'm looking for Oracle training for this topic. Please suggest which course would best fit.

          sql developer can be used to load data from flat files. See Jeff Smiths main link about tricks with sql developer

          Other than that you should post your question in the SQL and PL/SQL forum. When you do provide your 4 digit Oracle version and explain why you can't load the data the typical way using

          1. external tables (possibly with a PREPROCESS directive)
          2. sql * loader

          Using UTL_FILE should only be done as a last resort.
