user-a wants to su - user-b without knowing the password

on oracle linux 6.3, how do i setup a way ( i guess by editing /etc/sudoers) to alollow, for instance, user-a to su - user-b without knowing user-b's password?
I dont want to use sudo to run commands under user-a, but let him to get innto user-b.
I have the same question
