Merge incremental backups consume equal time for both Level0 and Level1

Hello All,

Customer testing merge incremental backup and found out that the level 1 backup is taking same time as the level 0 backup. This is the backup script we use

"{
BACKUP INCREMENTAL LEVEL 1 FOR RECOVER OF COPY WITH TAG 'IMAGE_BKUP' DATABASE;
RECOVER DEVICE TYPE DISK COPY OF DATABASE with tag 'IMAGE_BKUP' UNTIL TIME 'SYSDATE-0';
}
"

If you look at the time_taken column below it is almost same for level1 backup as level0 the day when we first ran the merge incremental.

INPUT_TYPE STATUS Start Time TIME_TAKEN DEVICE_TYP INPUT_BYTES_ OUTPUT_BYTES INBytesPerSec OutBytesPerSe
------------- --------------------- -------------- ---------- ---------- ------------ ------------ ------------- -------------
DB INCR COMPLETED 21-03-13 03:05 03:59:09 DISK 4.10G 663.80M 299.67K 47.37K
DB INCR COMPLETED 20-03-13 20:41 03:51:57 DISK 104.57G 15.58G 7.69M 1.15M
DB INCR COMPLETED 20-03-13 14:54 03:56:01 DISK 120.42G 19.48G 8.71M 1.41M
DB INCR COMPLETED 20-03-13 03:04 03:59:59 DISK 3.77G 664.56M 274.61K 47.26K
DB INCR COMPLETED 19-03-13 18:08 04:02:56 DISK 361.76G 119.45G 25.41M 8.39M ---> this day onwards level1
DB INCR COMPLETED 19-03-13 00:55 03:55:47 DISK 2.60T 2.60T 192.97M 192.97M ---> level 0 image copy

Question:
Is the level1 backup total run time is going to be more or less same as level0 backup in merge incremental backup strategy ?
If not what could be the possible reasons that is driving the Level1 backup to consume same amount of time with Level0 ?
