The possible solution is you need to removed the permission for particular iStore users using "CRM HTML Administrator Responsibility". In IStore most of the functionality controlled by Roles and Permissions.
If you remove the some of the permissions for particular customer means, the customer couldn't able to update any thing in iStore flow.
preferably do not create iStore based readonly user; as each user must map to customer.
if there are 500 customers, essentially u will have to create 500 readonly users.
Alternately, evaluate following options:
1. create readonly user for Quoting Module. Sales folks are best mapped to this module, and you should be able to query all istore orders in Quoting.
Quoting is implicitly used in Shared mode while implementing iStore.
2. Create custom reports/alerts that will give details of new orders.

this is a specific requirement from business they dont want all users to place order, so for such users they wanted to create a read only access. Is this possible with

You can refer below document for what are the permission assigned to a user for displaying place order button and check out button.Using CRM HTML you have to create custom roles and assign permission to custom roles ,then you have to assign this role to that user doesn't need place order button.
You have to create Custom roles like XX_READ_ONLY_USER and assign the permission for this user for istore.
After select user management, search for the user and assign the custom role to the specific user.
Allows a user to submit a quote or cart as an order by pressing the Place Order button. If a user has this permission, ensure that he has the IBE_CHECKOUT permission as well, since without IBE_CHECKOUT the user will not see a Checkout button to enter the checkout phase.

Navigation: Crm HTML Administration-->Setting->Roles-->Create->create roles
Enabling read only permission for for custom roles:
After roles creation navigate to following path and query the custom Role.
Navigation: Crm HTML Administration-->Setting->Roles
Query the custom role and select custom role hyperlink and assign the roles from avaiable Permission tab to assigned permission tab.
Then assign this custom role in to your read only iStore users.
Need to assign some of the roles to Application User.
Please assign CRM role to your Application User, using below steps:
Login as SYSADMIN user,
navigation:CRM HTML Administrator-Navigate to User Maintenance-Query user and click Roles
-Move “JTF_SYSTEM_ADMIN_ROLE” to assigned role.
Then clear the cache or bounce and test with your application user. It should work.
ASO: Enable Submit Button Determines which users can submit orders.
If set to Yes in User level, users can able submit an order.
If set to No in User level, the Place Order button in Forms UI and the Place Order action in HTML UI is disabled and users cannot submit orders.
If null, a value of Yes is assumed.
