You have not mentioned your OS although you can try on windows 7 . Go to control panel search for internet options once you found open it and go to program tab under program tab you can find the option for making IE as default.
You can also find the same internet option in IE settings.
I am using Windows 7 and IE10. Even, Internet Explorer is already set as default in Internet Options, the Forms Developer uses Google Chrome.

First go to your form builder. From EDIT menu go PREFERENCES then RUNTIME tab and set the Web Browser Location. Here set the executable file path.
