Hi dba27, you cannot use it.
Your database in version 18.104.22.168 should only work in version 22.214.171.124.
If you use a backup version 126.96.36.199 and use the binary version 188.8.131.52, you must first perform a version upgrade (startup upgrade (and etc ..) or DBUA) and only then you will be able to OPEN your database.

You will need to do
OPEN RESETLOGS UPGRADE
run the 184.108.40.206 catupgrd catpatch script

catpatch instead of catupgrd
