The UPA tables will hold the audit history that has the date it changed.
The pwh table is strictly the history.
When the password is changed, the USR_PWD_EXPIRE_DATE and USR_PWD_WARN_DATE are set based on the password policy which controls expiration and warning.

The expired date and warning date is getting updated when we attach password policy to organization. But I don't see any records in PWH table. When this table gets populated with data? I ran Issue Audit Message scheduler too.
It will get populated if you check the option to disallow previous passwords and how many to count back.
