A resetlogs implies an incomplete recovery. It's saying if your standby has had redo from beyond the incomplete recovery, you have to flash it back.
For example, you apply redo every hour. At 6PM you go "whoops! I have to go back to 4PM." Since the standby got the 5PM redo, you have to flash it back or replace it.
