Even i created password file with sys password and renamed it in $ORACLE_HOME/dbs location as "orapwDRTEST"Dont create a new password file, as it will be different even if you set the same password. Copy and rename the password file of the production database.
Production database password file name = orapwTEST
DR database password file name = orapwDRTEST
I suppose you are using this setup for learning purpose.
DR means disastar recovery. Don't create the DR in the same server or in the same data center. Its recommended to create a DR database for production primary in another city or other data center that is far enough.

1- you should create orapwd file like this;
orapwd file=$ORACLE_HOME/dbs/orapwDRTEST password=Sys123
2- Then You can copy orapwd file from Primary DB
3- Finally, you should copy to $ORACLE_HOME/dbs/ and dont forget change name of orpwd file as orapwDRTEST...
