oracle database connectivity

i have installed oracle sql developer on my system,i want to use oracle database which is on other system in same network,sql developer is also installed on server system,but i am getting this error: Network adapter could not establish the connection.
please help

Check if the port number,service name/SID and the hostname are entered correctly

Else try using the TNS option instead of the basic one while creating the connection.
