You are correct. Some ODT functionality still uses the unmanaged client - for example, PL/SQL debugging and SQLPlus.
But the important thing is that when you use Entity Designer or TableAdapter Config Wizard via ODT when connected via fully managed ODP.NET in server explorer, the resulting code will be using the Managed provider only.
Your ODP.NET app will have no dependency on the unmanaged client.
Having a fully managed version of ODT will evenually happen at some point, but it is not a top priority because it is not the deployment piece. (and it is quite a bit of work to rewrite SQL Plus and the PL/SQL Debugging protocol)
