Using Java you have the option of bundling a runtime with your application. Then all you need is a shell script to easily boot it up using the bundled runtime.

It's not a file management system.
Actually the scenario is that we have to create utility that get all files under the desire directory from the server and place it on client pc where the utility were runSo create it. But this is now becoming a completely different question.
