What is your OS name and version ?
In general you can solve these issues by configuring NTP service running on your cluster nodes to be synchronized with other NTP servers. For example on Linux please read "Oracle RAC and NTP" in http://www.oracle-base.com/articles/linux/linux-ntp-configuration.php#oracle-rac-and-ntp.

I think you can don't using ntp, because RAC 11g have time sync service.
You can stop ntpd remove ntp config, and start clusterware.
Red Hat Enterprise Linux Server release 5.8
I've already use NTP service with synchronize with NTP server.
Then use Tim Hall's post reconfigure NTP again.
You may have some issues with your NTP configuration: did you check if you have error messages in Linux syslog /var/log/messages written by ntpd ?
Mahir where I find exactly the post that you suggest?
P. Forstmann already shared with us: http://www.oracle-base.com/articles/linux/linux-ntp-configuration.php#oracle-rac-and-ntp.
