I dont think you need any functions to get the required output, try to set the date format as below

I think with format and then the below should work with no issues.
I think you are wasting time by posting here, just do it. You no need any ones permissions to do it ;)

Make sure that Cast Supported feature checked in the DB Features in the Physical Layer!!
Thanks Srini. I am using the output inside a formula, so I can not set the column properties to [FMT:timestamp].

Yes, cast is turned on in the physical layer.
I was able to find the solution. I am not sure if this is with OBIEE 11g, but I am not able to cast char to timestamp. so, I created a repository variable to get the sysdate and I did a cast on the valueof that variable to timestamp.
timstampadd(sql_tsi_hour,1,cast(valueof("my_todate") as timestamp))
