File names are same as you mentioned but still the error.
I experienced this before. It is important to have JAR files in the same folder where the image creator is being executed.
I recommend you to use the new image creator version 184.108.40.206 (snic.bat), the old image creator (220.127.116.11) gave me some problems.
To use snic.bat you'll have to add environment variable JAVA_HOME with the java path.
It worked fine after keeping file in the same directory. But when I start installing it then it displays the message:

I want to install "Seibel Tools" to see some relatioship among Seibel CRM tables. I have not installed Seibel CRM or any tool related to Seibel CRM on my laptop. Do I need to install any other Seible software before installing seibel tool.
You need to have installed the Siebel Database in the server and the ODBC configurated properly to access Siebel Repository using Siebel Tools, but the error that you are reporting doesn't seem to be related with Siebel Database issues.
Which JAR files have you placed in the directory? There should be the JAR files 22.214.171.124 and JAR files 126.96.36.199, you can not generate a complete image only using 188.8.131.52 JAR file.

I want to understand Seibel Data Model for "Marketing" related tables because we need to build a datawarhouse on to of that. I didn't find any document that shows relationship among Seibel tables. I came to know that it can be veiwed from Seibel Tools. I don't have anything related to seible installed on my laptop. I don't have access to Seibel transactional system due to security reasons.
What at minimum should I install on my laptop(Windows 7, 64 bit, 8 GB RAM, 500 GB Hard disk) to see that data model and what are the steps.

In that case, I think that the best option for you is to download Siebel Sample Database, it will allow you see Siebel Data Model locally across Siebel Tools (Sample DB is a local DBF and it's more easy to install and deploy).
