Oracle XE 11g with Apex No Listener Issue (ORA-12541: TNS:no listener)

Hi Guys,

I am using Oracle XE 11g with Apex 4.2 installed. It was working fine till yesterday. Suddenly today morning I received the ORA-12541: TNS:no listener when tried to open Apex url.
I had gone through many threads in this forum and tried many suggested workaround but unfortunately nothing worked. So I am completely lost now.
Here is the various o/p of the issues. I am on Windows 7 x64. Its my own laptop so no host named changed from yesterday.

I am able to connect SYSTEM user but when trying to connect XE database its throwing error.

In Windows Services Menu I have only two services.

OracleJobSchedulerXE
OracleServiceXE

No Listener Service ---- hopefully this won't be an issue.

Everything looks fine to me but not sure why its not working. I am working on a project in Apex so cant uninstall the data application right now.
May I request you to help me please?

    Use this.

    You can turn UAC off from control panel, to disable this feature.
    Please refer to Microsoft support site for how to disable UAC feature.

    Then try again.

    Thanks. I have turned off UAC and fired "lsnrctl start" but got the same error o/p. :(

    Here is another update. Set the TNS_ADMIN bu still getting the error

    Click on the Microsoft Windows Start button and enter 'cmd' in the "Search programs and files" field. Then click: Ctrl+Shift+Enter

    Click "Yes". on following screen.

    You should notice the Command Prompt banner is prefaced with the word "Administrator"

    Now, try your operations.

    set your oracle home
    set oracle_home= F:\Apex_Installed\app\oracle\product\11.2.0\server(i hope this is your oracle home)

    then run the following command and past the o/p
    lsnrctl start listener
    lsnrctl status

    This is what I am getting as Rocks is the username and its the Administrator.

    there is no other user I have created to log in Windows.
