NO ROW IN USER_SCHEDULER_JOBS

I'm using Oracle 11gR2.
I'm using DBMS_SCHEDULER.create_job like this
DBMS_SCHEDULER.create_job (job_name => 'MY_JOB_NAME',
job_type => 'PLSQL_BLOCK',
job_action => 'BEGIN My_Proc; END;',
start_date => SYSTIMESTAMP,
end_date => SYSTIMESTAMP+1/24,
repeat_interval => 'FREQ=DAILY',
enabled => TRUE,
comments => 'COMMENTS');
From time to time, even after waiting 30 sec, I get no row in user_scheduler_jobs.
How can I explain this ?

does this command throwing any error ? you should be having 1 row in scheduler job table
