Java 7 Update 21 application prompts repeatedly to approve software install

I have an application that is deployed via Webstart. This application has been running on Java 7 update 17 with no issues. With the update to 21, my users are now prompted to with the TrustedCertDialog "Install Java Extension" 14 times before the application launches. All of the JAR files are signed with a valid trusted CA as indicated by the java logo and blue information shield on the install dialog. Clicking on more information has no effect and does not provide any additional information.

Why am I seeing this dialogs with the upgrade? It's unacceptable to our users to have to approve the signed JNLP and 14 signed jars to launch the application. How do I suppress or eliminate these additional dialogs?
