Before authenticating, just type the below
http://hostname:14000/identity hit enter
Now copy the url what ever you get into a notepad.
Now authenticate and create a sand box.
Once you create a sandbox, from your internet explorer, click on new tab, then paste the url that you copied into notepad and it will be like below.

Try this on Dev
Image saved $OIM_HOME/server/apps/oim.ear/xlWebApp.war is not available once we logout. The following steps will upload the image to oracle.iam.ui.view.war.
stop OIM server
cp $OIM_HOME/server/apps/oracle.iam.ui.view.war $WORK_DIR
mv $OIM_HOME/server/apps/oracle.iam.ui.view.war $WORK_DIR/oracle.iam.ui.view.war.bak
jar xvf ../oracle.iam.ui.view.war
cp $OIM_HOME/server/apps/oim.ear/<CUSTOM_LOGO_FILE> images/oim_graphic_v1.2.png
jar -cvfM $WORK_DIR/oracle.iam.ui.view.war .
cp $WORK_DIR/oracle.iam.ui.view.war $OIM_HOME/server/apps/oracle.iam.ui.view.war
Delete all files in the $DOMAIN_ROOT/servers/oim_server1/tmp/ directory.
Clear browser cache
Start OIM server.

first of all, thanks for your answer.
I followed your procedure, but with this method I was able to change the default image in the login page (the one located in the center of the login page).
However I would change the default Oracle logo in the login page (the red one located in the top left corner)
