Can you confirm if you are using TimesTen or traditional Oracle Database?
The documentation link you provided is for TimesTen and I just want to clarify.
An unpublished bug exists for this issue and is currently being worked (though not specific to TimesTen).
No I'm not using Times Ten just Oracle 11g (sorry I hadn't realised the documentation was times ten).
To confirm, this is only an issue with EF, it works fine using ADO.NET. I also noticed that trying to store double.MaxValue will give the same error.

I don't see anything specific to EF with the bug so that is curious. Is it simple to reproduce the issue with EF? I'm not an EF person so my knowledge of it is limited.
In any case, I believe the fix for the bug should address this issue since it appears to be a general issue.
Yes quite easy:
- create a table with a BINARY_DOUBLE column
- add the table to the EDMX model in Visual Studio
- code to add a new entity of the created type with the column value set to double.PositiveInfinity
