Version : 12.1.3 on linux 5.7
Db: 10.2.0.5

The login page fails to come up (500 internal server error) and checking the log shows that FND_SECURITY_PKG is invalid.
Tried recompiling the invalid objects ( and executed tulrp.sq) but no luck

Please help

What's the error message you get when you compile the package manually?

Please take a backup of your existing FND_WEB_SEC package code, and try to recreate it using the following scripts:

    $FND_TOP/patch/115/sql/AFSCJAV8.pls
    $FND_TOP/patch/115/sql/AFSCJAVS.pls

Please suggest how should I execute them .
    1. Does the apps tier needs to be up when executing the script ?
    2. Is there any sequence for executing the scripts ?

Does the application work properly with the invalid objects you have? It's better you shutdown the application services (if this is a TEST/DEV instance).
    2. Is there any sequence for executing the scripts ?
It might invalidate many objects in the database, however if this package gets created successfully after running the scripts you will need to validate other invalid objects manually or via adadmin
