The error message tells you the solution.
Also, according to Oracle you shouldn't use SYS to export a database (in dbcontrol you even can't)
and setting up a public database link, using SYS, is IMO a very bad idea.

Because why would you want to export to a logical standby database, anyway.
Problem is not Oracle.
You have no problem with Oracle. Oracle is behaving like expected.
Problem is you are doing something which is completely illogical.

Can you use old style exp/imp to generate a file and then import it? That might not have the same checking applied to it that datapump does.
