You don't need the command window. The usual way of starting SQL Developer is to use <sqldev>\sqldeveloper.exe This starts sqldeveloper without a console.
You must be running <sqldev>\sqldeveloper\bin\sqldeveloper.exe which shows the console and is useful for debugging startup problems.
Your post has been split away from the Ututil error _execv() failed, err=2 you had appended it to.
