If you deploy your reports as a .rep file, then the answer is yes. This is a compiled version.
If you deploy your reports as a .rdf file, then no. The report compiles every time.

Let me guess, are you getting error "signature of package has been changed"? See my answer.
When a report request is sent to report server, report server tries to generate the report and after few tries, it can not generate and it cancels the report request. and i can see "cancel upon user request" message in the report server console
What is your exact Reports version? How do you call your report?

if i attach a pll to the report (i do not compile pll).. and later if add a new procedure in pll .. should i reattach the pll to the report? or since it is a pll it will be taken care automatically..

That is not really a version, but a product. Check the exact version and make sure you have the latest patch installed.
On the other hand, it looks like it is just a long running report that is getting cancelled.
You started this thread by asking if you need to recompile. Does the report run after a recompile? If so, just do that then.
