What is the LDAP server type and version?
(We only test/support with Oracle Internet Directory (OID) , there are enhancement requests for supporting other servers)
Are you using OCI (thick) driver?
(There is often a version mismatch between, shipped SQLDeveloper and user installed OCI, not related to LDAP)

As requested, we have the following:
LDAP is Oracle Internet Directory (OID version 220.127.116.11). And, for SQL*Developer to work with Enterprise User Security, the OCI thick client must be on.
[I was on to someone else - or you over a different channel here is what I said there (same error message)]
One possibility is you are using 18.104.22.168 jdbc oci - whereas you may need 22.214.171.124 oci
(instant client & 'PATH' variable will do for a normal OCI connection
- would need to check what the minimum requirement (technical and license) is for Enterprise User Security,
copying in the 126.96.36.199 jars into SQLDeveleoper would not really be supported.).
Product manager says in his post(Note **) we will move to 12gr1 client soon.
There is a Test button beside the OCI preference.
in the work sheet:
create a normal login (non OCI to start) then:
show jdbc (Note*)
will show the jdbc and database version information.
Does normal OCI connection work? There is now a test button in the preferences section opposite OCI.
We often get a mismatch between 188.8.131.52 and 184.108.40.206
The situation is we now ship with 220.127.116.11 and so for oci client (even instant client) 18.104.22.168 is required.
The version mismatch error is usually a bit different.

We’re shipping an 22.214.171.124 JDBC driver now, so you’ll need an 126.96.36.199 client to use OCI/thick connections – this will SOON change to 12cR1 driver/client requirement
