On checking the above link, OMS hosts should be configured with Server Load Balancer (SLB) or virtual hostname for Load Balancing.
In our exisitng OEM Grid 11g setup, there two OME Servers. We are receiving Email notification alerts.
The URL on the email alert points to different OMS Server on different time.
So I was assuming this could be due to Loadbalancing, but checking it fould load balance is NOT enabled.

There's a console link that can be edited from Setup -> Management Servers & Repositories ( i believe! dont' have an 11g system to verify). It might not have been updated when you moved servers.
The following from an EM 10g doc, but it should apply to EM 11g as well:
Grid Control sends out notifications and reports using e-mail with links pointing back to the Grid Control Console. When a SLB is configured, the e-mails should contain links pointing the SLB and not the individual Management Service. Go to the Management Services and Repository page on Grid Control Console. Click Add Console URL and specify the SLB virtual service used for UI access.
