I think you are creating RTF layout and generating Excel outputs. If its the case, this is a known issue.
You need to create excel templates for reduced output file sizes.
Check this out Creating Excel Templates - 11g Release 1 (11.1.1)
Open that file and save as *.xls in local is reducing the file size..
But we have created a request set ,in that request set, we are attaching two concurrent programs. one is our BIP report program and the next one is a host program that will pick the out file of a first one and mail . in the host program we have copied the *.EXCEL(normally the EBS will generate the outfile in this format) file into *.xls .But still the file size is not getting reduced.

Am not sure about it, but when you open and save as excel file, excel is compressing it.
But in the environment which you are trying the same, am not sure if MS Office is installed or not sure if host pgm file rename will work.

We are also facing same problem at my organization.
Unfortunately they are having 30 to 40 reports which have been already developed in RTF layout.
So, they want me to solve this issue for all.
Do you got any solution regarding this..?

BI Publisher has two options for this issue:
1. BI Publisher Enterprise 10.1.3.4.1 Apply the latest Consolidated update patch.
Note 797057.1 in oracle support 'Overview of Available Update Patches for Oracle BI Publisher Enterprise' has the latest patch number.
This provides the ability to use true Excel (binary .xls) files as layout templates.
This layout format will generate binary Excel (.xls) output.
2. Or the end users can save the BIP Excel file to their PC, then open in Excel and "Save As" binary excel file, which the Excel program compresses.
