It might happen. We're working on it and will dist a WIN64 version with the 7 JDK if we can.
When you say they won't approve 'a new version' what do you mean exactly? Either way you're going to get a new version of Java.
Also, just like life, things change. We try to steer it in the right direction as best as possible though.

I assume the situation is like: There is an official "approved" version that is distributed and there are the versions developers simply unzip and run on their PCs. The later is a lot easier when you have a JDK included and don't have to ask IT to install a certain JDK version. Answering to "Why do you need a JDK when you don't develop Java programs?" is not always easy :-)
