you have valid schema(HR as default) in DB?
as you login as(mod_sql) url: http://localhost:7777/pls/apex/apex_admin
or
EPG? means http://localhost:8080/apex/apex_admin

I installed oracle 12c db is it not having the HR schema am i need to manuaaly install it ?
And i login as http://localhost:8080/apex/apex_admin

HR will be in sys account.you can use SQL developer and see the HR schema make is unlock,it will shown your apex screen.
or run the script from sys account.

Is there any relation ship between creating a workspace and this HR schema ?

without schema we cant create work space so we should create at least one schema.
Yes your are correct but its not allowing to create a new schema but with existing schema its allowing to create a work space that is now problem.

i tested myself in my local instance,its creating well! as following
It will created smooth!
But in my case its not allowing to create a work space .
you should not enter the workspace ID as manual.leave it that column.
