Can WebCenter Content be customized as simple Portal?

Hi,

WebCenter Content does not contain WebCenter Portal. And if there is a requirement for having a simple portal, then can the WebCenter be customized for it? If so, what is the process and how much effort required for it?

E.g. with features like - Page Navigation, Left side bar for business units/organizations, Menus, Bread Crumb features etc.

Can anybody please help me with this?
