When you ran config.bat, do you remember which configuration option do you remember selecting?:
1. Configure for Deployment
2. Configure for Development
If you selected option 2 during the Forms configuration, the Forms and Reports services are installed into the AdminServer. This means that all Forms and Reports functionality are built into the AdminServer. Therefore, everything is run using port 7001 or the port for the AdminServer. Example to run Oracle's test form with this configuration: http://server.domain:7001/forms/frmservlet
If the above URL works, your Forms environment is in working condition.
As you installed Forms and Reports 126.96.36.199.0, you can use either WLS 10.3.5 or 10.3.6. Be aware that if you use WLS 10.3.6, the JDK/JRE should be Java 7.

i don't know what should i do about this
note 1 i already installed JDEVELOPER in the same windows, so is that ok ?

You should always use all the software with matching version.If you have already installed Jdeveloper then check that you are using jdeveloper with which weblogic version then download corresponding oracle froms and reports version from oracle software download website. If you are using Jdeveloper without weblogic server then you should try older version of forms. but If you wanna use latest version of forms and reports than you should upgrade your system with matching versions of weblogic server,Oracle forms and Reports and Jdeveloper.
