Try exploring "Processing Constraints".
With correct Validation Template, you should be able to restrict customer(s) from ordering a particular item above certain quantity.

For one of our client this was done through workflow.
A new custom process was added to the line workflow.
The workflow process will check if the sum of all other customer orders in the same month is more than the monthly limit.
if yes apply a hold other wise no hold.
